The Moscow Oblast, the region
surrounding Moscow, has a population of approximately 7.5 million.
On 4 January a heating pipe broke in Podolsk as a result of improper
operation by employees of the Klimovsk Specialized Ammunition Plant. As a
result, residential buildings, medical, and educational facilities have been
without heat and hot water for several days.
Temperatures have dropped down to -20 degrees Celsius.....
