Homeless in Ojai, California

Jefferson Opal, 67, hangs out in his Toyota Scion with his two dogs, Anna and Sandy, at the Kent Hall parking lot The City of Ojai, California, is setting up 8 x 10 ft. tents so they can have a shelter.
