Amnesty International has said
the Ukrainian army is endangering the life of civilians by basing themselves in
residential areas. In three regions, Amnesty found five locations where "de facto" hospitals were used as bases and out of 20 schools visited by Amnesty, they concluded 22 had been used as bases.
In response, Ukrainian spokesman argued that their anti-aircraft systems needed to be based in towns to protect civilian infrastructure and if their forces left the towns and moved outside urban settlements “Russian armed forces would simply sweep in unopposed”……
